ISML - Emerald winner : Hiiragi Kagami

Kagami is my favorite character in Lucky Star, but that doesn't mean i'm happy with this. My all time favorite characters, Suzumiya Haruhi and Fate Testarossa, happen to be on the top of overall standing, but why they never win even a necklace?
